Issue Tracker enhanced

We have improved WebAsyst Issue Tracker using AJAX.

Add/Edit/Forward Issue dialogs now work fast without reloading issue list:

We have also redesigned the Issue List itself to make it more usable. Issue Description is now more readable, and main functional controls (e.g. Forward, Edit, Delete, Show/Hide History) appear only when you drag your mouse on an issue.
